If she’s been taking the pills for over a month and this is at least her second pack then no. The non active pills let her have her period. She should be fine, I’ve been taking them for over 9 years and never had any problems or scares..
You can get pregnant while taking ANY pill…it’s just not as likely.

As long as she is taking the pills based what her OB-Gyne tells her or just follow the instructions, I believe she won’t get pregnant.
